Removing Barriers with Transit-Oriented Development in South Baltimore

For decades, active CSX freight rail has physically divided residents in Westport from light rail facilities, recreational trails, and public waterfront. Neighborhood Impact Investment Fund (NIIF) recently closed its first transaction south of the Spring Garden Swing Bridge with a $2 million construction loan to support the One Westport project led by Stonewall Capital – an initiative that will provide safer pedestrian access to transit and community green spaces for the neighborhood.

This phase will realign and reconstruct Kloman Street to improve safety and establish sidewalks, bicycle facilities, lighting, and pedestrian pathways. It is also a true Transit-Oriented Development project as it is adjacent to the light rail station and will provide a variety of housing options to ensure a mixed-income community. It will establish a complete street that supports safe access and inclusive development.

Stonewall Capital is a real estate development firm headquartered in Baltimore County that specializes in master-planned communities including high-quality residential and mixed-use projects throughout the Mid-Atlantic region. Ultimately, the development of One Westport will bring over 500 townhomes, 100 affordable rental units, and various retail amenities to Westport along Kloman Street.

The overall project has significant public support, including local neighborhood organizations South Baltimore Gateway Partnership and Westport Community Economic and Development Corporation, along with the City and the State.
